no later than 1:30 p.m., Local Time, Thursday, September 22, 2022, at the Hancock County Water and Sewer District office building, 7040 Stennis Airport Road, Kiln, MS 39556. All bids so received will be publicly opened and the bid amount read aloud for the following project:

The work included in the Contract shall consist primarily of construction of the following items:
Elevation of existing control panels, vents, ground wire, grounding rod and electrical modifications and for grinder pumps damaged due to Hurricane Ida.
The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment, and materials required by the specifications and the drawings referred to therein.
The Hancock County Water and Sewer District, hereby notified all Bidders that it will affirmatively insure that in any contract entered into pursuant to this Advertisement, Disadvantaged and Women’s Business Enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

Plans and specifications are being made available via hard copy or digital download. Plan Holders are required to log-in or register for an account to view or order bid documents at https://www.hcwsdbids.com/. Bid documents are non-refundable and must be purchased through the website. Questions regarding website registration and online orders are to contact Plan House Printing at (228) 248-0181. No partial sets of drawings or project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within twenty-four (24) hours of the time indicated above for receiving bids.
Bids must be submitted upon the standard forms contained within these contract documents furnished by Engineer, noted in the Information for Bidders. Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to the Hancock County Water and Sewer District as bid security. Bidders shall also submit a current financial statement, if requested by the District. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount.
The required documents shall be submitted in a sealed envelope and the outside of the envelope shall be marked plainly as: Hancock County Water and Sewer District FEMA 4626 PW 96 Residential Grinders Hazard Mitigation project and the Certificate of Responsibility Number.
Bids shall be deposited with the Hancock County Water and Sewer District, 7040 Stennis Airport Road, Kiln, MS 39556, or for those interested, bids can be electronically submitted at https://www.hcwsdbids.com/ under the project page, prior to the hour and date designated above. No oral, telegraphic, telephonic, or e-mail proposals shall be considered. All interpretations of drawings and specifications shall be directed to Jason Chiniche at Chiniche Engineering & Surveying by email to: jason@jjc-eng.com. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. No bidder may withdraw his bid within sixty (60) days after the date of actual bid opening without Owner’s consent. The Hancock County Water and Sewer District reserves the right to reject any or all bids and to waive any or all informalities.
Work to be performed shall be in accordance with all Federal, State and Local Regulations and Codes.
